Meta ad status meanings
What Active, In Review, Learning, Limited, Rejected and other Meta ad statuses mean, and what to do when an ad, ad set or campaign shows each one.

A Meta ad status is a label in Ads Manager that tells you whether an ad, ad set, or campaign is delivering and, if not, why. The label sits in the Delivery column. It reflects Meta’s system state, which is different from the on/off toggle you control.
Statuses you control
The toggle sets whether you want something to run. Turn it off and the status becomes Off. Turning on a campaign does not turn on everything inside it. Each level has its own toggle, and an ad delivers only when its ad set and campaign are on too.
Scheduled means you set a future start date. Completed means the end date has passed. Archived and deleted items stop delivering and drop out of default views.
Statuses Meta controls
In review. Meta checks every new or edited ad against its advertising standards before it runs. Review usually finishes within a day, though Meta’s current guidance says it can take longer. See ad review and rejected ads.
Active. The ad is approved and eligible to deliver. Active does not promise impressions. An active ad can still spend nothing if the budget is too low or the audience is too narrow.
Learning. The ad set is exploring who to show ads to and is gathering enough results to stabilize. Costs often swing during this time. The learning phase page explains what resets it.
Learning limited. The ad set is not producing enough optimization events to exit learning. Common fixes are a larger budget, a broader audience, consolidating ad sets, or optimizing for an event that happens more often.
Rejected or disapproved. The ad failed review and does not run until you edit it or win an appeal.
Limited or restricted delivery. Meta can restrict delivery for a policy issue, an account problem, or a spending limit. Labels vary, so open the ad and read the stated reason.
With issues. Part of the setup has a problem, such as a payment failure, a missing page permission, or an ad that needs attention. The ad may still run partially.
How to read a status
Check the level first. A campaign showing Active with every ad set Off delivers nothing. Then read the status text beside the label, since Ads Manager usually explains the cause when you hover or open the details panel.
A few patterns help:
- No spend and Active: look at the budget, the schedule, and the audience size.
- In review for a long time: check for an account-level hold before you assume the ad is stuck.
- Learning limited on small budgets: expect it unless you change the structure.
